The bottom part, the part touching the ground, is a normal metal horse shoe. Between it and her foot is a plastic wedge pad, to make her heel higher than her toe. The wedge covers the entire bottom of her foot. Then, between the pad and her foot a plastic packing was injected. Some of it leaked out before it set, that's the sort of messy looking part towards the back of her foot.
